The Secretary of State for Territorial Policy and Public Function, Francisco HernÃ¡ndez SpÃnola, has advanced this Thursday that the Government is negotiating in December the additional salary increase of 0.3% for public employees this year, which would be added to the 2% already approved, and has added that it will be approved ” shortly “the Public Function Law after having achieved “consensus” with the autonomous communities to modify article 10 of the Basic Statute of the Public Employee (EBEP) to regulate the interim.

During his appearance before the Senate Budget Committee To report on the 2021 Budget Bill, HernÃ¡ndez SpÃnola has defended that the Government is “very committed” to public employees, recalling that at the beginning of the legislature it approved a royal decree with a 2% salary increase and now it is negotiating “in December” the additional rise of 0.3% that the norm contemplated.
HernÃ¡ndez SpÃnola has also assured that the Executive “has no interest in raising his salary by 0.9%”, but has left it “in the hands of the Chamber”, and expresses his “total support “to the amendment of the PSOE to the Budgets to freeze the remuneration of the high positions.
Likewise, it has detailed that, in terms of Public Service, a series of reforms will be undertaken for the “reflexive” modernization of administrations in order to contribute to the process of economic and social transformation.
Development of the statute and sanctions against abuse of temporality
To do this, it plans to approve “shortly” for processing the draft Law on Public Function and the State Administration and is working to develop the Basic Statute for Public Employees (EBEP). After the modification of the Statute in September to regulate teleworking, it has indicated that it is now seeking to improve access to the Public Service and reduce temporary employment.
To this end, a review of the selective tests is being undertaken to streamline the selection processes that are currently “taking forever” and incorporation is delayed an average of two years, something that will change “radically”.
Regarding the objective of reducing temporary employment, he has indicated that “consensus” has been achieved with the CCAA, and now it will be discussed with the unions, to modify article 10 of the Basic Statute of Public Employees and regulate the figure of the temporary positions in order to avoid temporary abuse and that there are temporary “15, 20 or 25 years.”
In addition, a series of sanctions will be established to eradicate all kinds of abuse and misuse of temporary employment in public administrations.
According to HernÃ¡ndez SpÃnola, the Executive will seek a solution in two ways, with the modification of article 10 of the EBEP and giving a “legislative solution” for the 660,000 temporary public employees, something that “is not easy, that it has been done and it has been a problem for many years but it will be addressed “. “Sooner than later we will propose a legislative solution and it will be possible to discuss it shortly because it is the will of this Government to resolve it as soon as possible,” he stressed.
In any case, he recalled that the stabilization processes and a public job offer of 28,055 places this year have been approved, of which 9,000 are internally promoted, 148% more and the largest in history, although it has admitted that these calls do not solve the problem of temporality.
It has also specified that the temporary employment in the General State Administration is 7.04%, below the goal of 8%, although the high rates of temporary employment are located in the CCAA (36%), local corporations (12%) or universities (44%).
Asked about the possibility of an increase in the replacement rate of the PolicÃa, has indicated that by reaching 115% and therefore exceeding 100%, it is possible to “absorb the needs of the National Police and Civil Guard“.
In this sense, he pointed out that the general replacement rate is 100% for the first time since 2010, reaching 110% in priority sectors, to address the aging problem, since the average age of public employees is 52 years and 50% of state officials will retire in less than a decade. For this reason, it has insisted on the need to facilitate access to public employment in order to restore replacement rates.
Finally, he has defended the PGE as “the best possible” in the current context and has detailed that the Ministry of Territorial Policy and Public Function will have 600 million to meet the objectives of the Recovery Plan, of which 30 million for the Ministry and 570 million for CCAA and local corporations .
The 2021 PGE contemplate 2,509 million for the Ministry, 15.6% more, although subtracting autonomous bodies such as the INAP, Muface or the Transparency Council, amounts to 619 million, 74% more.
