Two major absences stand out: Brazil and Argentina.

The first, through the mouth of its ambassador to the OAS, Otavio BrandelliI affirm that his country, as a non-permanent member, actively participates in the discussions on Ukraine in the UN Security Council, and is very concerned about Russia’s decision to send troops on the ground.

But, he added, Russia’s concerns must be taken into account “mainly with regard to the balance of troops and strategic weapons in the European context” although this “does not give the Russian Federation the right to use force and threaten the territorial integrity and sovereignty of another state”.

On behalf of Argentina, Maria Cecilia Villagra read the statement issued by the Foreign Ministry the day before expresses the “firmest rejection of the use of armed force and deeply regrets” the situation generated in Ukraine.

Bolivia is also not on the list. His ambassador to the organization, Héctor Enrique Arce, affirmed, however, that “nothing, absolutely nothing, justifies any form of violence or aggression when the unfortunate loss of human life is involved.”

Nicaragua, which asked to leave the OAS last November and sided with Russia in the war, did not support the conviction.

“To be accountable”

The general secretary of the organization, Louis Almagroaffirmed that “none of the reasons invoked by the Russian president (Vladimir Putin) can be an excuse for the acts that are being committed under his orders in Ukraine”.

The ambassador of Ukraine in the United States, Oksana Markarova spoke twice.

“It is difficult to imagine something like this happening in the center of Europe in the 21st century”said of a conflict that started “because Russia wants this war” and “launches missiles on a peaceful state”.

“We are fighting with the help of our friends and allies,” said the ambassador, who called for massive sanctions against Russia and more defensive weapons.

He also urged to suspend the participation of Russia in international organizations, including the OAS.

The representative of Russia considered the statement to be amisunderstanding of the situation in Ukraine.”

“It has been ignored that the bloody war with civilian casualties has been waged in Donbas (separatist region) for eight years and that all the while our Western colleagues were constantly covering up for the Ukrainian regime, turning a blind eye to military crimes against civilians. ”, he claimed.

Minutes later, the Ukrainian ambassador said that it was “painful” for her to listen to her Russian colleague’s speech when “they attacked an orphanage, a hospital and civilian infrastructure.” The attorney general is collecting “the videos, all the photos” and one day “they will be held accountable.”
