Moscow, who will finance the reconstruction of Ukraine, partially destroyed by the Russian offensive? The head of European diplomacy, Josep Borrell, said on Thursday that he would explore with his OSCE partners “all legitimate options” to force Russia to pay for the destruction of Ukraine.
“We have seized about 20 billion euros from the oligarchs and people who support Russia, and we control about 300 billion of the financial resources of the Russian central bank,” he said.
“This money should be used to rebuild Ukraine,” he said at an Organization for Security and Cooperation in Europe (OSCE) ministerial meeting in Lodz, Poland. The organization unites 57 members, including from Russia and Ukraine.
Lavrov denied entry to Poland
Warsaw, which this year chairs the organization in turn, refused entry to its territory to Russian Foreign Minister Sergei Lavrov. Moscow condemned this “provocative” decision. Russia in Lodz is represented by an ambassador to the OSCE.
“Russia brought war to Europe, undermined the UN charter and failed to fulfill international obligations,” said Josep Borrell. He also believed that Europe and the world “need a new security order in Europe after Russia completely destroyed the one we had”.
He then announced a proposal to “support the International Criminal Court for Russia’s war crimes” in Ukraine, an idea that “should be discussed and approved first by the member states of the European Union and then by the united nations.”
