The Animal Welfare Commission in the Congress of the City of Mexico approved this Monday the opinion on the initiative with a draft decree with which, if approved by the Plenary, would prohibit bullfights in the capital.
With this ruling, various provisions to the Mexico City Animal Protection Law, in terms of bullfighting, would be reformed.

Although the commission is made up of nine legislators, the opinion was approved with 4 votes in favor and one abstention after four deputies did not attend the session.
The initiative aims to “Prohibit the holding of shows, in which bulls, steers and calves are mistreated, tortured or deprived of life.”
The capital’s Congress indicated in a statement that during the first ordinary session of the commission, its president, deputy Jesús Sesma, of the parliamentary association Alianza Verde Juntos por la Ciudad, recalled that on September 9, 2021, deputy Jorge Gaviño Ambriz (PRD), presented the initiative with a draft decree before the Plenary of the Congress of Mexico City.
Whereby numeral 1 of subsection B, of article 13 of the Political Constitution of Mexico City is amended, “with the aim of establishing the prohibition of holding public shows in which animals are subjected to acts of mistreatment and cruelty that result in their death ”.
It was noted that the opinion will be presented in the next few days before the Plenary of the Capital Congress and a proposal will be added to increase the fines by up to 55,000 times the Unit of Measure, that is, just over 4.9 million pesos (about $ 230,800 ) a day to those who perform this type of shows.
The opinion establishes that the Political Constitution of the City of Mexico recognizes the protection of animals “As sentient beings” and, therefore, they should be treated with dignity and respect.
Therefore, every person has an ethical duty and legal obligation to respect the life and integrity of animals, since these by their nature are subjects of moral consideration and their guardianship is a common responsibility.
In the discussion, the deputy Ana Villagrán of the National Action Party (PAN) celebrated the opinion because she considered that “It is not a whim, or an electoral issue, but a commitment to life.”
Meanwhile, deputy Tania Larios of the Institutional Revolutionary Party (PRI) said that respect for animal rights has been a long road with few results, so she called for a pause “And have empathy to avoid animal suffering.”
For his part, the deputy Federico Döring Casar, also from the PAN, indicated that the bullfighting show generates profits that make “The fines are laughable”, and that entrepreneurs can “evade“The determination only with the payment of the fine and in any way the abuse will not be avoided, for which he proposed to complement it with regulations that close legal gaps.
In October 2018, members of the Green Ecologist Party of Mexico (PVEM) presented an initiative to the Congress of Mexico City to ban bullfights in the capital.
The proposal was presented before the plenary session of Congress and sought to reform the law for holding public shows in the city, in addition to holding forums to listen to all parties.
According to data from the PVEM, in Mexico more than 70% of the population is in favor of abolishing bullfighting, a proportion that is similar in Mexico City.
In Mexico, the celebration of bullfights has been prohibited in the states of Sonora, Guerrero and Coahuila, and it has been declared as a cultural and material asset in Aguascalientes, Tlaxcala, Hidalgo, Querétaro, Zacatecas, Michoacán and Guanajuato.
