Less expensive for the inhabitants, the communal mutuals are multiplying

In Colomiers, the second most populous city in Haute-Garonne after Toulouse, 25% of some 40,000 inhabitants do not have sustainable or optimal health coverage. “And 13% of them do not have any additional, especially young people on precarious contracts or seniors, who for some of them can forgo care”, specifies Arnaud Simion (PS), deputy to Solidarity human and health. These figures, the elected representative takes them from the data provided by the Health Insurance. The town hall wanted to “back up to statistics” a “feeling” expressed on the ground during the last municipal campaign.

In markets or in social centers, from the end of October to the end of November, it will continue through a questionnaire the census of the inhabitants who earn a little too much to benefit from the Solidarity health supplement of the Sécu (C2S, ex-CMU) but not enough to take care of themselves properly, especially when they don’t have a business to negotiate for them with a mutual organization. Because the idea is to number, to negotiate at the best price a municipal mutual. “We will then launch a call for partnerships with mutuals”, specifies Arnaud Simion, who hopes to succeed “at the beginning of 2022” by offering residents good coverage at a moderate price. The town hall will play the “brokers” for an operation which will have the advantage of costing nothing to the finances of the town.

Unity is strength for small towns

This new service to residents is gaining ground in the metropolis of Toulouse. The ecological mayor of Cugnaux Albert Sanchez has just presented his project to the inhabitants. And further north, in Pibrac, the mutual has already been operational since the start of the year. Camille Pouponneau, the councilor of this town of 8,000 inhabitants, also saw “this strong demand during the campaign”. But as it does not have the strike force of Colomiers, it opted for the associative formula. “Our condition was zero, with regard to optics or dental care, and our choice fell on the Actiom association. We simply make our citizens’ house available to him for his permanence once a month, ”explains the city councilor. About forty Pibracais have already made an appointment and five cases have been opened.

Actiom, whose name should circulate happily in the congresses of mayors, is negotiating in their place. “The association offers three different formulas, because when you are retired, you have other needs than a good reimbursement in orthodontics”, testifies Isabelle Godeas, assistant in charge of social action at the Union. The municipality acts as a pioneer since it has been affiliated with Actiom since 2015. And since then, “around ten inhabitants per year” on average join the “Ma ville Ma santé” mutual insurance company negotiated in their place, “especially young people in CCD and retirees ”. “It simply serves our inhabitants”, notes the elected official.

Finally, as Jean-Luc Moudenc (LR) promised during his last campaign, Toulouse should also soon draw its municipal mutual. “The work in progress,” indicates the Capitol.
