Four senators from the centrist Union group have filed an appeal to the Council of State against a decree by which the government canceled 10 billion euros worth of loans in February, which they say represents “a pattern of budgetary insincerity.”
“It appears that the cancellation of the loans provided for by the impugned decree changes the overall contours of the budget balance, and that is why the decree should be annulled,” write the applicants to the Council of State in an appeal obtained by AFP. consult.
“The cocktail of unspoken words and bypassing parliament on a matter assigned to it by the constitution is completely unacceptable,” further wrote senators Nathalie Goulet (Orne), Michel Canevet (Finistère), Vincent Delhaet (Essonne) and Hervé Moret (Eure), who are part of centrist group of the Union.

“Reversing appropriations by decree, especially when it occurs so soon after the passage of the Finance Bill, may be perceived as bypassing the democratic process,” these parliamentarians also argued.
The government announced savings of 10 billion euros made by decree weeks after the 2024 budget was adopted, citing worsening revenues.
The executive has already announced it aims to save €10 billion this year and forecast savings of €20 billion in the 2025 budget, which will be debated in parliament in the autumn.
