As you may recall, LaMDA is an intelligent chatbot that made headlines when a Google employee declared that the AI had gained consciousness and emotions, but was later fired. Shazeer and De Freitas left Google with the motivation of share AI chatbots with everyone, instead of keeping it a secret.
