The state of emergency declared on Monday by the city manager, Alina Hudak, would have started a curfew as early as Thursday after midnight and would last until Saturday.

In addition to the curfew, the commission voted Tuesday to give the administrator the power to prevent liquor stores and other businesses from selling alcohol in the area.

Several commissioners acknowledged that the city could face lawsuits from business owners, who typically make big bucks in March, but all agreed keeping residents and visitors safe was top priority.

“You can’t balance public safety with revenue,” said Mayor Dan Gelber.

Thousands of college students and other young people gather each year in Miami Beach for spring break, and this is the second year in a row that authorities in the South Florida city have declared a state of emergency there.

On Sunday morning, three people were injured on a street packed with tourists in the city’s South Beach neighborhood, police said. Two of the victims were taken to a hospital, while doctors at another hospital reported a third patient with a gunshot wound. All are expected to survive.

On Monday morning, officers were patrolling the area about a block from the Sunday shooting when they heard gunshots, police said. Officers found two women with gunshot wounds, although police said their injuries were not life-threatening.

At the request of some residents, city officials have worked in recent years to crack down on unruly behavior in South Beach, but measures to curb excessive drinking and violence have sparked allegations of racism, classism and business practices.
