More than 50% of femicides in Mexico go unpunished, according to a report

A level of impunity of 56.6% in femicide and 91.4% in intentional homicides is a sign that the security strategy in Mexico in the last decade it has not worked, said a study by the Impunidad Cero association on Thursday.

In the midst of an increase in militarization along with violence in the country, the organization presented these conclusions in the report “Impunity in intentional homicide and femicide 2022″.

Juan Antonio Le Clercq, coordinator of the Center for Studies on Impunity and Justice (CESIJ) at the University of the Americas in Puebla, assured that these figures reveal that the security strategy in Mexico “it hasn’t worked”.

“We are at a critical moment where we should review that the strategy, not only for this six-year term, but for a whole decade, has not worked”he asserted.

High murder rates

The investigation determined that in 2021 Mexico registered a rate of 27 intentional homicides per 100,000 inhabitants, which means that there were 94 victims per day and 10 women murdered each day.

Furthermore, it is one of the countries with the highest intentional homicide rates in Latin America, with 28 victims per 100,000 inhabitants.

Added to this, only 2 out of 10 violent deaths of women in 2021 were investigated as femicide, the murder of a woman by gender violence.

This despite the fact that the Supreme Court of Justice of the Nation (SCJN) ruled that any violent death of a woman must be investigated as femicide.

“This reflects the clear criminalization problems that exist in the country,” said Monserrat López, an analyst at Impunidad Cero, who presented the report.

According to the organization, the femicide rate in the country during 2021 was 1.55 femicides per 100,000 women, an increase of 125% compared to 2015.

The document specified that in the last six years only seven out of every 100 homicide cases have been clarified and in this same period less than half of the femicides have concluded in a conviction.

Likewise, he highlighted that at the end of 2021, the rate of Public Ministry agents per 100,000 inhabitants was 10.1, the rate of investigative police officers was 12.5, and the rate of experts from the Public Ministry was 6.6.

Discuss security strategy

Le Clercq said that these figures reflect that the security strategy of the last decade “has failed” and this is reflected in the lack of tranquility in the population and the normalization of violence.

It is for this reason, he argued, that a more in-depth review of the security strategy in the country must be carried out, and discussed “beyond political parties, that can be sustained over time and that also has the participation of non-governmental organizations and specialists”.

In his participation, López added that it is not enough to punish those responsible.

“Justice is a broader phenomenon that includes compensation for damage to victims,” explained.

The document also recommended promoting actions to prevent gender violence, harmonizing the criminal offenses of feminicide in all entities of the country, strengthening capacities to investigate crimes and committing to social reintegration.
