The legislation marks a significant tightening of current law, as it extends the ban on “LGBTQ+ propaganda” among minors to adults, and includes pedophilia and calls for sex change among adolescents.

The bill has been harshly criticized by associations LGBTQ+ and human rights organizations such as Amnesty International (AI), which already pointed out after the first reading that the amended legislation will increase homophobia with the permission of the Russian state and that it will reach a whole new level.

The legislation considers propaganda LGBTQ+ “the dissemination of information or public actions aimed at the formation of non-traditional sexual attitudes, their attractiveness and distorted ideas of the social equivalence of traditional and non-traditional sexual relations”.

On the other hand, the law introduces fines for “propaganda” LGBTQ+ for citizens up to 100,000 rubles (1,650 dollars or 1,600 euros), which will double in the case of civil servants.

The same “lack” incurred by a legal person will entail a fine of one million rubles (16,650 dollars or 16,000 euros).

For legal persons, the economic sanction amounts to up to 10 million rubles (165,200 dollars or 160,500 euros).

In certain cases, legal persons may be punished with up to 90 days of suspension of activities.

The law has been backed by media regulator Roskomnadzor, which has already removed or blocked more than 7,200 web pages, as it gives it new tools to go after those who profit from what authorities describe as “propaganda.” LGBTQ+.”
