The foreign minister also spoke about the moment in which the arrest occurred, since the version has circulated in various local media that it would be “a gift” for US President Joe Biden, since the capture occurred four days after the president’s visit. to Mexico.

“I don’t think it has anything to do with it, really, because this operation was kept in extreme secrecy by the authorities in charge of doing it and there was no mediation or political consultation in the cabinet. So, there is no relationship between the police operation itself and what happened at the Summit,” he asserted.

He denied that there was any kind of “exchange” with the United States government.

“No, there isn’t,” he remarked.

Ebrard also confirmed that there is an extradition request against him also known as “El Ratón”, which was issued on September 19, 2019, just under a month before Ovidio’s first arrest, on October 17 of that year, an operation known as “culiacanazo”.

“Yes, it has been presented (the extradition request) and eventually I imagine that they will present elements; today is what we have here at the chancellery. So there is an extradition request and there is no participation, as far as I know, of any foreign agent in our territory, ”he specified.

Regarding the process that will be followed to make the kingpin available to the US authorities, he explained that there is a procedure that must be followed in accordance with Mexican law, which will have to be submitted as soon as possible, but denied that this means that going to extradite Guzmán in the next few days.

“We could not extradite him if it is your question, or proceed to extradite him in these circumstances today or tomorrow or the day after, it could not be done, we have to comply with the formalities that the law imposes on us,” he said.

He recalled that he has an open process in Mexico, which led to his arrest and assured that until now the US authorities have had no contact with the Government of Mexico.

This Thursday, Mexican authorities captured Guzmán, one of the leaders of the Sinaloa Cartel, which generated roadblocks in Culiacán, in addition to clashes in different parts of the city, as well as vehicles set on fire and reports of vehicle looting of civilians, from around 04:30 local time (10:30 GMT), bringing the city to a standstill.

Ovidio Guzmán López, “El Ratón”, together with his brother Joaquín Guzmán López, is charged in the United States on criminal association charges related to illicit drugs.

According to US authorities, the brothers conspired to distribute cocaine, methamphetamine and marijuana in the United States from Mexico and other parts of the world from 2008 to 2018.
