The Council of State appointed zheng yanxiong59, to head the Central Government Liaison Office in hong Kong effective immediately, replacing Luo Huining.

Zheng headed Beijing’s national security agency in hong Kong since its inception in 2020, when the Chinese government imposed a draconian national security law following massive and often violent pro-democracy protests.

Under Zheng’s tenure, the agency oversaw the enforcement of the security law, which has since been used to prosecute dozens of activists.

The so-called mini-constitution of hong Kong in principle prohibits officials of the China continental interference in the management of the affairs of the territory. However, the Liaison Office is becoming more influential.

Zheng is known for putting down anti-corruption protests that erupted in wukana town in Guangdong, in 2011, after the death of an activist in police custody.
