The US authorizes the Venezuelan opposition parliament to negotiate debts of Maduro and PDVSA

This Monday the United States issued the general license number 42 that authorizes “some transactions” negotiated by the National Assembly of 2016 “in connection with any debt of the government of Venezuela”, from PDVSA, “or any entity in which PDVSA owns, directly or indirectly, a participation of 50% or more”, according to a document from the Asset Control Office (OFAC), under the Treasury Department.

It specifies that it can also be managed by the delegated commission of this National Assembly or by any person designated by it.

But the license “does not authorize” transactions involving the National Constituent Assembly or the 2021 National Assembly, both chavistas and not recognized by the opposition or by the United States.
