El Salvador: Bukele signs decree that reduces the number of deputies in Congress to 60

The president of The Savior, Nayib Bukelesigned the decree approved at dawn this Wednesday by Congress with which the number of deputies is reduced from 84 to 60 as of the next legislature, which will be elected in 2024.

He added that this legislation, which has yet to be published in the Official Gazette, “eliminates the deputies by residue, leaving only the deputies assigned by number of votes”.

This reform also changes the way in which seats are assigned in Congress, currently with an official majority.

In the Central American country, the hare formula which consists of calculating an electoral quotient, dividing the votes cast in a certain circumscription between the seats that are disputed there, and assigning to the parties as many seats as times they reach said quotient with their votes.

If there are no seats to be assigned, the largest residuals of each party are used.

With the proposal approved, from the 2024 elections the D’Hondt systema method of distributing seats in proportion to the number of votes obtained by political parties.

Once the elections are held, the votes obtained by each party are ordered from highest to lowest and the candidacies that do not reach a minimum percentage of ballots are discarded.

According to the Government, with the initiative it will also “aims to reduce state spending, promote equal voting, implement the election by ratio and encourage decision-making in favor of the population”.
