The meeting was attended by Argentina, Barbados, Brazil, Belize, Canada, Chile, Colombia, the Dominican Republic, Ecuador, El Salvador, Guatemala, the United States, Guyana, Jamaica, Haiti, Honduras, Mexico, Panama, Paraguay, Peru, and Uruguay.
