War in Ukraine: Why the delicate issue of mobilization is concentrating tensions

Another move to step up mobilization comes a week after the passage of a controversial law that lowers the age of conscripts from 27 to 25, at a time when Ukrainian forces are struggling to recruit and soon fear another Russian offensive.

Although eligible men are prohibited from traveling abroad, with some exceptions, some have nonetheless managed to flee the country since the Russian invasion began more than two years ago. The phenomenon remains difficult to quantify, but according to Eurostat, cited by the BBC, there were 650,000 Ukrainians of military age in the European Union last November – although it does not specify what proportion of them received benefits.
