Congress summons the president of Ecuador for the Pandora Papers “under the prevention of law”

The Parliamentary Commission that investigates in Ecuador the president’s relationship Guillermo Lasso with the Pandora Papers This Wednesday, he summoned the president for the second time, this time “under the law”, to appear on October 22 at 8:00 in the morning.

The call was made by the president of the Constitutional Guarantees Commission, José Fernando Cabascango, in a session of just 15 minutes in which the letter that Lasso he had sent hours before announcing his absence and the reasons why he did not appear before said Commission.

Therefore, and with nine assembly members present in the room or virtually, an administrative proceeded to read the agenda, which included “Receive the president so that he can provide information on the Pandora Papers and his alleged connection to the case.”

He then read the three-page official letter dispatched by the president and, with no little theatricality, Cabascango again asked the administration to read Articles 76 and 77 of the Organic Law of the Legislative Function.

In the first of them it is specified that, once summoned, “If the public official does not appear, it will be grounds for political prosecution.”

After reiterating that he has not committed any crime or has assets in tax havens since 2017, Lasso argued in his letter that the Commission is not the appropriate place for the investigation but rather the Comptroller’s Office, which at the beginning of October he asked to certify his affidavit of goods before taking office in May.

Cabascango said that “this commission and the entire country awaited this meeting so that (the President) personally provides answers in the investigation and tells the country the truth” and added that his absence “hinders the process and disrespects the powers of the Assembly as the first function of the State ”.

For all these reasons, “this commission (..) summons its president for the second time and in a mandatory manner and under the prevention of law to appear on October 22 at 8.00”.

After the warning, Cabascango closed the session.
