Jobs found, “revival”, sanctions… what control over 523,400 unemployed in 2023 led to

500,000 checks, what is the result? Nearly two-thirds (65%) of unemployed people checked last year were “actively” looking for work, while 18% needed a “reboot” and 17% were penalized for not looking enough, France Work Friday reported.

The organization that replaced Pôle emploi recorded 523,400 inspections in January, up 4.4% from 2022. Almost half (45%) of the checks were in stressful occupations, with more than one in four (26%) carried out at random. and 15% followed the job seeker’s consultant’s report, according to a report published by France Travail.

“If the control is accidentally triggered, active search and activation affect almost 91% of verified applicants,” the organization notes. Conversely, “it is the controls implemented at the request of the reference advisor that lead to the highest rate of delisting,” with 43% of controls closed in 2023.

Six months after the 2022 reviews, 49% of applicants had found work, but in 17% of cases it was only a long-term job (permanent or fixed-term contract of six months or more). The audit “reviews all job search procedures or actions with the aim of taking over, creating or developing a business,” France Travail said in a press release.

“Acceleration” controls

Job search monitoring methods will evolve in 2025 under the Full Employment Act, creating “a system in which the overall behavior of a job seeker will be assessed based on a combination of multiple indicators.” This development will be the subject of an experiment in eight regions: Auvergne – Rhône-Alpes, Brittany, Grande Orient, Hautes de France, Reunion, New Aquitaine, Occitania, Provence – Alpes – Côte d’Azur.

In early March, Prime Minister Gabriel Attal wanted to “accelerate” France Travail’s checks of job seekers, especially in shortage occupations, which will triple by 2027, rising from 500,000 a year to 1.5 million.

At the end of March, he announced that he wants to pass global unemployment insurance reform by the end of 2024. On Thursday he said he was leaning toward tightening membership conditions. Today, you must have worked for six months out of the last 24 months to be eligible for compensation. Currently, 2.6 million unemployed people out of 6.1 job seekers of all categories combined are receiving compensation.
