Health: Macron advocates doubling drug franchises to one euro

This is a measure that the leader wanted to take to fill the gap in health insurance. At least partly because in 2024 it is still expected to reach 10.7 billion euros. The project mentioned by Bersi last June to double the deductibles patients pay for boxes of medicine or visits to the doctor was originally supposed to appear in social insurance financing. bill (PLFSS). Its absence from the text adopted in early December may indicate that it is finally buried and will not see the light of day. However, it is not.

“When I see how much our countrymen can spend on a phone plan, everyday life, thinking we’re going to go from 50 cents to 1 euro for a box of medicine, I don’t feel like we’re committing a terrible crime. “, explained Emmanuel Macron during his press conference on Tuesday, January 16, to formalize his decision, called a “good measure.” “There is no magic money,” added Emmanuel Macron. If it is not the consumer, then the taxpayer pays. »

Implementation in the coming weeks?

Since its creation in 2008, the medical deductible amount has been 0.50 euros per box of medicine. The same applies to each paramedical activity (physiotherapy, nursing care, etc.) – the president did not specify whether the doubling affected this too. And for medical consultations – then we are talking about a “fixed fee” – this is 1 euro. Amounts that cannot be reimbursed by additional health insurance.

Please note that minors, pregnant women from the 1st day of the sixth month of pregnancy to the 12th day after delivery, and patients receiving Statewide Medical Assistance (AME) or Supplementary Solidarity Services (CSS) will remain exempt under all circumstances .

If this doubling was expected, until now it was planned that, to alleviate the situation, the limitation of these deductibles at 50 euros per year would remain in force for everyone. However, this will only be for certain categories of patients. “We must maintain an element of justice for our compatriots who have chronic diseases,” Emmanuel Macron explained. We must continue to protect them by setting a cap of no more than 50 euros per year. »

This decision, which will cause a lot of talk among policyholders, could be implemented in the coming weeks, since the government does not need a law to act: the amount of the excess is subject to the rules. In addition, the Constitutional Council’s decision on the PLFSS on Thursday, December 21, overturns it, removing the textual obligation to consult parliamentarians on the issue. The provision “contradicts the principle of separation of powers,” the sages confirmed.
