This is how UEFA explains the draw for the Champions League: “The 32 teams will be divided into four groups. Pot 1 will be made up of the defending champion, the winner of the UEFA Europa League and six national champions. Groups 2 to 4 will be determined by the classification coefficient of the clubs. Just a clarification: “No team may play against another from the same federation.”
