An extraordinary session was convened at the request of Guatemala and Antigua and Barbuda, with the support of the United States, Colombia, Uruguay, Canada and Grenada to consider the draft resolution “Suspension of the status of the Russian Federation as a permanent observer before the Organization of the American States”.

At the end of March, the OAS approved a resolution calling for the cessation of “acts that may constitute war crimes” in Ukraine, with 28 votes in favor of the 34 active members, none against, and five abstentions: Brazil, Bolivia, El Salvador. , Honduras and Saint Vincent and the Grenadines.

The Ukrainian ambassador to the United States, Oksana Markarova, participated in that session, asking precisely the OAS to consider withdrawing Russia’s permanent observer status.

Some of those who abstained from the vote and even others who voted in favor, such as Argentina and Mexico, considered that the organization is not the appropriate body to deal with the Russian invasion of Ukraine.

The Secretary General of the OAS, Luis Almagro, argued then that “peace in Europe, peace in the world can never be a foreign issue” to the OAS.

Russia has already been suspended from the UN Human Rights Council for its offensive in Ukraine.
