Government of Colombia and main FARC dissidence agree to resume ceasefire

“The delegation of the National Government representing the Colombian State and that of the Central General Staff of the FARC-EP, in the development of the preliminary phase we will install the Dialogue Table with all its legal and political architecture, and the presence of the international community as guarantors and accompanists,” they announced in a joint statement.

The agreement has been reached in a rural area of ​​the municipality of Suárez (Cauca), where the two delegations have been meeting since Thursday to precisely trace the path towards this dialogue table, which still has no date or place.

The two parties will meet again on September 17 “to evaluate, monitor and adjust the commitments made to generate trust and announce the installation date of the peace talks table”.

This is the second announcement of this type made, because in April, after a meeting with peasants in the Yarí plains (Caquetá), the dissidences already set a date to begin the dialogues, although it never materialized and the violent actions of the EMCwhich included the murder of four indigenous children, made the road difficult.

TOWARDS THE CEASE-FIRE

This murder caused the Colombian government break the bilateral ceasefire established since January in four departments, which ended in June without being renewed, and since then the EMC it has reinforced its violent actions, especially against the public forces in the southwest of the country.

Now the two delegations are trying to find how to return to agree on a bilateral ceasefire and the “protocols of respect for the population” that have monitoring mechanisms and that can be signed when the table is installed so that it is already in force from the beginning. of the talks, according to the statement.

“The Bilateral Ceasefire will aim to reduce confrontation and violence, application of IHL” as well as actions that allow the participation of society in the dialogues, minimize risks for the civilian population and for members of the two parties.

But meanwhile, the parties “reserve their legitimate right to defense and will maintain their own security measures and necessary actions within the framework of respect for IHL,” the statement said.

They are also working on a pre-agenda of what will be discussed at the dialogue table that has citizen participation.

On the other hand, the two parties agreed to develop eight verification missions in various departments to “formulate recommendations for the application of International Humanitarian Law (IHL).”

This is the second dialogue table with an armed group installed by the Government, after it resumed talks with the guerrillas of the National Liberation Army (ELN) and will now do so with the EMCa group of about 3,000 members divided into several fronts and commanded by “Iván Mordisco”, who did not sign the peace of 2016 and continued in hiding.
