In the complaint, filed on April 19, they argued that Glas was the victim of “kidnapping” it’s from “very serious abuse”at the time of arrest in Mexican Embassyordered by the president Daniel Noboa considering that there was a supposed risk of flight due to the arrest warrant against him.

They later expanded the complaint to add the resolution of the Ecuadorian court that declared “illegal” It is “arbitrary” his capture and informed him of the “very limited communication” that the former vice president has inside La Roca, which would prevent him from having private conversations with his legal team.

Glas, who rejects the accusations against him and declares himself politically persecuted, is being prosecuted for alleged embezzlement (embezzlement of public funds) in reconstruction works after the devastating 2016 earthquake, and has not yet served an eight-year sentence. in prison for two convictions for bribery and illicit association handed down in 2017 and 2022.

A similar request was made by the defense before the IACHRwhich already granted precautionary measures to Glas in 2019, in which he requested Ecuador to take measures to protect his life and integrity when he was in prison as a result of his two previous convictions.

This time, his legal team requested the extension of these measures and that the Inter-American Court of Human Rights grant him provisional measures to protect him, which “implies your immediate release and transfer to the Mexican Embassy or to another State that wants to intervene (also granting you asylum)” said the lawyer Sonia Vera

We also requested that communications and visits be reestablished and that the right to a fair trial be guaranteed.”, said Vera.

Glas’ legal team has also initiated legal action in Mexico and Germanyas Glas also has citizenship of this second country.

In Germany, a complaint was filed for the crimes of deprivation of liberty, serious bodily harm and coercion, while in Mexico it was Glas’ mother, Norma Espinelwho denounced the president of Ecuador, Daniel Noboa, to the Minister of the Interior, Monica Palenciato the judge of the National Court Rita Bravo and the chief of police and military.

The Noboa Government justifies the attack on the Embassy and the arrest of Glas by the fact that Mexico was the first country to transgress the international conventions that govern diplomatic missions by protecting the former vice-president, who was granted asylum when the Caracas Convention prevents the granting of this benefit to people convicted in common courts or prosecuted for common crimes.
