The government is mobilizing almost a billion euros to build 10,000 intermediate housing units.

The government is accelerating the construction of housing for the middle class. Almost a billion euros will be mobilized “in the coming months” to create 10,000 units of intermediate housing aimed at this segment of the population, the economy and housing ministers announced on Thursday. Of this amount, 400 million euros “will be provided by 14 insurers” and “250 million euros by the Caisse des Dépôts et Consignations” (CDC), and the state will “raise its own funds,” the Minister of Economy specified. Bruno Le Maire after a meeting with the Federation of Insurers and the CDC.

The goal, according to Bruno Le Maire, is “a massive development of the supply of intermediate housing, which will allow the middle class to find housing at rates 10-15% below market rates.” “For this we need investments and we need investors,” the minister added. For the state, “this is not budget expenditure, I want to clarify, this is an investment,” he insisted.

“Insurers are committing to provide more than 400 million shares to finance the intermediate housing sector,” the government press release said, citing AG2R La Mondiale, Allianz France, Assurances du Crédit Mutuel, Axa, BNP Paribas Cardif, BPCE Assurances, CNP Assurances. , Crédit Agricole Assurances, Groupama, Groupe MAIF, SMABTP, Société Générale Assurances, Suravenir and Groupe VYV.

More than 15,000 intermediate apartments per year

Intermediate rental housing (LLI) was created in 2014. It targets stressed areas where rents are soaring and allows middle-class households whose income is too high to qualify for social housing to find a roof over their heads. After a phase of constant growth, production has reached just over 15,000 units of intermediate housing per year, recalls a press release from the government, which wants to “double the production of intermediate housing by 2026 in order to accelerate population mobility, in particular from social housing.”

In the second half of 2023, the government implemented a €250 million capital increase under the Intermediate Housing Company to quickly build 4,000 additional homes, Bersi points out.
