FFF: How can Noel Le Grae be removed from office?

Sports Minister Amélie Oudéa-Castera hesitantly urged him during her press conference on Monday after the scandal caused by Noel Le Grand’s remarks at the RMC about Zidane on Sunday night. In her opinion, Noel Le Grae did not fulfill one of his main prerogatives, his “representative mission” in the French Football Federation, and “it is important that the Comex (the executive committee of the FFF) take all measures during the exchange that I propose to them.”

However, according to the FFF statutes, the power to shorten the term of office of the FFF president and expand the powers of the executive committee belongs to another body: the Federal Assembly, as provided for in the statute of the FFF. “The Federal Assembly may terminate the powers of the Executive Committee ahead of time, by reasoned decision and in relation to the adversarial process, is indicated in Article 12 of this Charter. The Federal Assembly must be convened for this purpose at the request of a quarter of its members representing at least a quarter of the votes. »

The right to dissolve the Comex and its president belongs to the Federal Assembly.

This Federal Assembly, before which the renewal of Didier Deschamps was announced on 7 January, is a decision-making body composed of many members divided in two between non-professional club representatives (who represent 63% of the vote) and club professionals (37%). It is this assembly that votes in the election of the FFF Executive Committee and therefore can defeat it.

“The dissolution of the executive committee must be voted on by secret ballot and by an absolute majority of the votes cast, additionally specify the texts. This dismissal entails the resignation of the Executive Committee and the holding of new elections within a maximum of two months. In the event of dismissal, the Federal Assembly appoints the person or persons responsible for current affairs until the new elected members of the Executive Committee take office. »

The resignation of the President of his own free will is not ruled out. In this case it is the Vice President of the FFF, in this case Philippe Diallo, who will serve until the end of his term. “The election of a new president should take place at the next Federal Assembly, the texts specify. He is elected on the proposal of the Executive Committee from among its members. These elections are held by secret ballot with an absolute majority of the votes cast. The Federal Assembly, which has just met on January 7 and before which the renewal of Didier Deschamps’ mandate was announced, will meet again on June 10.
