The “designated survivor” is the person chosen by the president to stay outside the Capitol on a night like this so that there is a Cabinet member who can take over the reins of government in the event of a massive attack on Congress.

To prepare him for that possibility, the “designated survivor” receives intelligence information and is accompanied at all times by an assistant who transports the nuclear codes, in addition to having the security and transportation services reserved for the head of state.

Raimondo would only have to assume the presidency if an attack killed the president, vice president and other top officials ahead of her in the line of succession.
