Amnesty International demands the “immediate cessation of state violence” in Peru

Amnesty International (AI) demanded this Monday “the immediate cessation of state violence” in Peru and stressed that there is an “evident negative impact of the militarized response to the current crisis” in the country, in addition to regretting the victims of the protests of the last week in the Andean country.

“Given the evidence of the negative impact of the militarized response to the current crisis in Peru, We demand the withdrawal of the military forces from controlling the protests, as long as it cannot be ensured that they will be subject to civilian command and that they will act within a human rights framework without making illegitimate use of force and lethal weapons. We demand the immediate cessation of the excessive use of force by all state forces, and the search for an urgent solution, through dialogue, to stop the escalation of violence and prevent the death of more people,” said Erika Guevara-Rosas. , Director of Amnesty International for the Americas.

Since December 11, protests against President Dina Boluarte intensified in various parts of Peru, who also call for the closure of Congress and the advancement of the elections. To date, 23 people have died in these protests.

Given the high social tension, Boluarte decreed the state of national emergency throughout the country, which came into force this Thursday and allows the deployment of the Armed Forces in support of the Policein addition to a curfew in several provinces.

AI pointed out that, since the declaration of a state of emergency at the national level, on December 15, the organization “has continued to receive numerous complaints about human rights violations by the military and police forces in social protests, ranging from the excessive use of force and deprivation of liberty without respecting due process, up to torture.”

He warned that the way in which the military and police forces have intervened in the situation “goes against international human rights standards and could exacerbate the current crisis.”

For her part, the director of Amnesty International Peru, Marina Navarro, affirmed in the same communication that the authorities “are turning their backs on the citizenry and are sending the forces of order to solve with repression a problem that must be solved through dialogue.” . The security of the population cannot be guaranteed by violating human rights”.

“We demand the immediate cessation of the excessive use of force by all state forces, and the search for an urgent solution, through dialogue, to stop the escalation of violence and prevent the death of more people,” Rosas said.

The organization concluded the statement by demanding a prompt, impartial and timely investigation, as well as “the identification of responsibilities of all kinds for human rights violations resulting from the repression registered since the protests began throughout the country.”
